MSFC Pledges Nationwide Struggle to End Military Rule, Including Mon State

The Mon State Federal Council (MSFC), one of Mon State’s leading political forces, has pledged to intensify efforts to free the whole country — including Mon State — from military rule, the council announced following its fourth congress.

The MSFC made the commitment in a communique issued after its fourth plenary session, held on June 13–14, which was attended by 52 delegates. The meeting reviewed reports from the legislation committee, judiciary committee and administration committee covering activities since the previous congress and reaffirmed the council’s organizational structure.

MSFC said it will continue close cooperation with allied revolutionary forces to increase the political and military effectiveness of their campaign against the junta. That cooperation, the council added, is aimed at coordinated planning across political, military and civilian sectors.

The council affirmed its long-term objective of abolishing the 2008 constitution and establishing a federal democratic union. To that end, MSFC said it will work with other states and federal units on strategy and coordinate across political, military, foreign affairs and public service sectors.

During the resistance period MSFC has participated actively in drafting transformation plans (AFTA) together with ethnic resistance organizations (EROs), state and federal units, and the National Unity Consultative Council (NUCC), the statement noted. MSFC remains a member within those broader national coordination structures.

Within Mon State, MSFC said it is drafting a Mon State revolution charter that would consolidate representation and strengthen cooperation among diverse political, military and grassroots groups. The charter aims to unify local political representation and increase the capacity of revolutionary forces inside the state.

MSFC also recalled that after the 2021 coup, local groups formed the Mon State Integrated Coordination Committee (MSICC) to push back against the junta’s control. In January 2023, MSICC evolved into the Mon State Federal Council to broaden membership and pursue more comprehensive political strategies.

The MSFC communique emphasized a dual approach: political means to build federal democratic institutions and sustained coordination with allied armed formations where necessary to confront the military. The council framed this combination as essential to dismantling the junta’s structures and creating a democratic federal union.

MSFC said it will continue outreach to domestic political actors, revolutionary forces, Mon diaspora and civil society groups to widen its base. The council intends to align its plans with national-level strategies while preserving Mon State’s specific political identity and interests.

The statement concluded that MSFC will intensify its efforts across political, military and public-service domains until the country — including Mon State — is liberated from military rule and a federal democratic union is established.
